On top of that, there's a dozen rooms on the floor that no one vacated until 1 in the aftenoon, so we can't even START cleaning until then. What almost ALWAYS happens, though, is that people stay past noon, leave a HUGE mess for housekeeping, and then people show up at noon wanting their room even though check-in isn't until 4pm. Someone shows up and is ready to be put into the room. 3pm: the room is clean, but they still need fresh linen, so figure another 30 minutes to make the bed to the EXACTING specifications that we have. While they start on that, someone comes in and strips all the linens. 2pm: The trash-guys are done and the actual cleaning people can get in and start scrubbing, wiping, dusting, polishing, sanitizing, and vacuuming. This person is now behind schedule because they have a dozen rooms on their floor that all got late checkout, so now they're desperately trying to catch up. 1pm: Everyone's done with lunch and has had time to restock their service carts, so work resumes, now we can get into the room to clean, but that's a multi-stage process that starts with someone going through and pulling out all the trash. Noon: Family is finally out, but state and federal law requires that employees must take a meal break after a certain amount of work time, so no one is around to clean. 10am: Late checkout, except the family still aren't ready, so they get a noon checkout. The housekeeper in charge of that floor makes a not and tells the room cleaners to skip it for now.

9am: checkout time, except the family doesn't want to check out, so they sign up for late checkout. The average day, for a room, looks like this: There's an awful lot that has to be done, and not a ton of time to do it. To expand on that a little more, as I realize that was perhaps not a very helpful answer, the room cleanliness requirements are pretty strict.
